In the buzz about the Sacramento railyards as the next game-changing development, it’s all about the state-of-the-art medical center, the new county courthouse and, especially, a sparkling soccer stadium.

What isn’t talked about as much may also turn out to be crucial to its success—a school.

Bill Mueller, executive director of Valley Vision, says good schools are essential to more housing downtown, as well as a key component of “20-minute neighborhoods,” the urban design principle that everything you need for daily life is within walking or bicycling distance.

The Sacramento City Unified School District says it has an agreement with the railyards developer for a K-6 or K-8 school, once there are enough students. But for parents to be confident enough to send their kids to that school, the district needs to fix its finances and make peace with the teachers’ union, which held a one-day strike on April 11.

The railyards plan approved by the City Council in 2016 calls for 6,000 to 10,000 housing units, predicts a potential need for new schools and says that developers would be expected to pay impact fees to help pay for them. The plan also points out that because it’s an urban infill site, a typical suburban school won’t work. Instead, a school would have to be multi-story with small playgrounds, perhaps even on the roof.

The 244-acre site on the edge of downtown is the former home of Union Pacific Railroad’s railyards, the largest west of the Mississippi. As big as the existing central business district, it has long been billed as one of the nation’s largest infill development sites. After decades of false hopes and false starts, it’s still mostly vacant land, except for fences, a few piles of dirt and the faded-brick rail shops. The new roads are dead ends.

So you really have to use your imagination to see what the railyards could become, anchored by several signature projects:

A new $499 million, 543,000-square-foot Sacramento County Courthouse is set to open in 2023. Kaiser Permanente has finalized its land purchase for a 1.2-million-square-foot medical center scheduled to open in 2024.

And Sacramento Republic FC plans to build a 20,000-seat stadium, plus an entertainment district on the surrounding 17 acres—if it joins Major League Soccer. That appears likely, though the timing is still up in the air. After MLS owners met April 18, the league announced that it will add three teams and pick two cities probably in late July, and invited Sacramento to make a formal bid.

Mayor Darrell Steinberg and the City Council want the MLS team and stadium badly enough they voted unanimously April 9 to invest $33 million in tax rebates, fee waivers and infrastructure financing. Steinberg stresses, however, that the city money isn’t just for the $252 million stadium, but also the entertainment district with private investment totaling nearly $1 billion.

The railyards developer, LDK Ventures, is trying to raise the project’s profile, with a new online “tour” launched last month that highlights what is planned for each of the five areas, including shops, restaurants, a hotel and parks.

The tour doesn’t mention schools. For home buyers, stores and amenities are important, as well as location. But quality schools still matter, too.

MLS’ $50 million move

I certainly understand that the prospective owners of an MLS expansion franchise in St. Louis don’t want to make any waves when it comes to landing a team.

Let me be the loudmouth to do it. It seems no one else in the media wants to.

Commissioner Don Garber’s ongoing increased demands for more cash and his interference into stadium construction, naming rights and other revenue producers is becoming more than irritating. He sounds like a loan-sharking wise guy.

His story keeps changing too.

Last week, the MLS announced that it would ultimately expand to 30 teams. Instead of St. Louis and Sacramento battling each other for the right to be Team 28, both cities are now at the head of the pack and will most likely join the MLS field.

In an article posted Tuesday morning (April 23) on SB Nation’s KC Sporting website, it is reported that Team 28 will pay an expansion fee of $150 million and Team 29 will pay $200 million. There has been no explanation why $50 million was added to the price tag for just one expansion team.

It was originally stated that both teams would be asked to pay a $200 million fee. Is this a tactic to create a lucrative race between ownership groups? What gives, Don?

The Taylors and Kavanaugh groups have more than enough money to create a profitable endeavor on their end. Can the MLS say the same thing?

The STL owners unveiled drawings of a spiffy new stadium last week, but there is still a question of how an in-stadium sales tax will be generated. Garber is using this municipal issue to strong arm St. Louis and the prospective owners.

The city’s Board of Aldermen wisely balked at expanding the area covered by the Port Authority, the body that would authorize a 1 percent sales tax at the stadium. If the maneuver was approved, and the Port Authority covered the entire city, there would be no city statute stopping it from using its newly granted power on several issues including eminent domain.

Garber says St. Louis needs to get the stadium funding in order and he doesn’t care if it creates a situation that could haunt St. Louis for years. If this region has learned just one thing over the past 30 years it should be to not do any and everything to land a sports franchise.

I think the city and owners should quit groveling to this Garber guy. If St. Louis is Team 29, tell him what he can do with that additional $50 million – or at least demand an explanation TODAY.

I think one of the prospective owners is beginning to agree.

“While we have been in discussions with various city officials and city agencies on this (sales tax) element of our proposal, this is not something that needs to be in-place to finalize our stadium plan or secure an expansion team,” Carolyn Kindle Betz in a statement.

Those words weren’t directed at St. Louis soccer fans, in my opinion. They were aimed at greedy Garber.

St. Louis wants and deserves a team. Garber’s MLS is trying to pay future bills by squeezing every penny it can out of the respective St. Louis and Sacramento ownership groups. As I’ve stated before, I have full confidence in the ownership group. I have a gigantic vote of “no confidence” in Garber.

This latest bait-and-switch re-enforces my doubts.

Atlanta United 2 failed to make it three wins on the trot against one of the USL Championship’s top teams in the Tampa Bay Rowdies Wednesday at Fifth Third Bank Stadium in Kennesaw, losing by a final score of 4-1.

Winger Dion Pereira, one of Atlanta United’s offseason signings from Watford who made his MLS debut just four days prior to Wednesday’s match, assisted his opposite wide man Luiz Fernando to open the scoring and give Atlanta United 2 the lead. It was Fernando’s first goal in an Atlanta United 2 shirt and Pereira’s first assist in the USL.

“It’s a crazy feeling to make my debut of course,” Pereira said after the match speaking about his last four days since making his first MLS appearance. “You train every day to get your debut so it’s an amazing feeling. Training every day with the first team, obviously your confidence goes through the roof each day. Coming down here, it’s another confidence boost for myself.”

Tampa Bay Rowdies’ left wing back Leo Fernandes leveled the match just a minute before halftime through an assist from Andrew Tinari. Perreira found himself under pressure in his own defensive third and committed a turnover in midfield leading to the transition opportunity for the visitors, and the mistake

The mistake didn’t stop Pereira though, as he forced Rowdies goalkeeper John McCarthy into a sprawling save after dribbling around a defender in a one-on-one situation and driving a shot on frame in the 52nd minute.

Tampa Bay grabbed its first lead of the game in the 67th minute against the run of play. The visitors’ first shot of the half rattled off the near post and deflected into the path of a retreating George Campbell who unluckily scored the own goal.

The own goal was unfortunate in a vacuum, but even more so considering Campbell’s performance on the night, which was nothing short of heroic. Campbell made five of Atlanta’s six tackles in the first half, and stopped a 1v1 goalscoring opportunity early in the second half with an inch perfect slide tackle retreating in front of his own net.

“He’s been great again. A couple of tackles were proper last ditch ones,” said his manager Stephen Glass after the match. “He gets himself back in a position to defend. Obviously we’re open at times when we go forward, but George was ready. Big Flo [Florentin Pogba] was ready as well tonight.”

The performance has become a trend for the young academy player who is showing that he has the quality for a professional contract if he wants one. Campbell has committed to play at the University of Maryland, but isn’t bound to that commitment.

“Another pleasing performance from a young guy coming out of the academy,” Glass added about the 17-year old center back. “And the fact the team loses four goals, he’s probably sitting there thinking he could’ve done a little bit better, but that’s the sort of guy he is. He puts demands on himself and that’s why he’s going to be a top player.

The Rodies sealed the result with two late goals by Juan Tejada in the 87th minute and Brandon Allen in the 90th minute.

Can 30 teams thrive as MLS expands?

Rapid growth brings in millions in franchise fees, but also challenges

Ten years ago this spring, MLS announced expansion to Portland. When the Timbers and Vancouver Whitecaps joined the league in 2011, it had 18 teams.

Commissioner Don Garber announced last week the league will expand from 24 to 30, with Nashville and (perhaps) Miami expected to begin play in 2020.

Next in line comes Austin, Texas, in 2021.

The 28th and 29th teams — for an expansion fee of $200 million each that doesn't include the league's requirement that a club have a soccer-specific stadium in a thriving urban center — are expected to be announced this year.

St. Louis, with a rich soccer history, and Sacramento, with a thriving United Soccer League team, are front-runners.

As for how much MLS might charge for franchise 30, it's a safe bet it will be even more. Phoenix, San Diego, Indianapolis, Tampa/St. Petersburg, two North Carolina markets and Detroit are seen as as potential MLS locales.

This for a league that had only 12 teams as recently as 2006.

Portland and Seattle were trendsetters. Seattle's record-setting attendance upon entering the league in 2009 provided the opening for Portland's bid, and Portland's downtown stadium environment provided a blueprint for MLS growth.

The rapid growth (and those expansion fees) is stunning. It's a pace far quicker than any league in history.

Thirty teams seems like a lot.

The NFL has 32 teams. MLB 30. The NBA 30. Seattle will be the 32nd NHL club. But, with the exception of mergers in the NFL and NBA, those organizations grew at a modest pace. Expansion in those established leagues has mostly been driven by population trends, specifically the growth of Southern markets.

The question is whether the quality of play can continue to improve as MLS balloons. So far, the investment of funds in salaries has improved the level of play somewhat. But MLS still falls well behind the top leagues in the world in terms of quality.

No shame in that. To expect a league with a quarter-century of history to compete with those that have a century of tradition is silly.

But if the quality is driven by expansion funds, it's fair to question the long-range chance of 30 or more teams thriving.

Attendance at Portland's game in Columbus last Saturday was announced at 11,707, but it looked like there were more empty seats than filled chairs. Original MLS clubs FC Dallas, Colorado (albiet with a lousy team) and the New York Red Bulls (along with New York City FC) are struggling for relevance in their markets.

This is not to say that expansion is the wrong tack, or that it won't work. When I become a billionaire (any day now, given the way journalism is thriving), perhaps MLS will be a good place to park a few dollars.

But with 30 teams, a higher percentage of clubs inevitably will struggle to be competitive. In a sport with a century of history, such as baseball, that's fine.

But those new owners and new fans will look at the quick success enjoyed in Seattle, Portland and (more recently) Atlanta United and LAFC and expect similar fun. And if established clubs in places like Boston, New York and Denver continue to be an afterthought in their competitive markets, how can MLS sell itself as a smart investment for TV networks?

It will be fascinating to watch how MLS meets those challenges.

• Seattle's visit to LAFC last Sunday was billed as a showdown between perhaps the best two teams in MLS. It was a one-sided show, as LAFC beat Seattle 4-1 and continues to look like the 2019 version of Atlanta United 2018. Carlos Vela scored twice and has 10 goals and five assists through nine games, but it was the interplay between LAFC's midfielders and forwards that separated the teams.

It was the first loss this season for the Sounders. They get a second shot at LAFC this Sunday in Seattle (after a Wednesday match against San Jose) and hope to have striker Raul Ruidiaz and defender Chad Marshall back on the field.

Portland's U-17 team played in the second division of the Generation Adidas tournament — a positive step for the organization. It was the first time a Timbers Academy team had qualified. Playing in the Premier Division, the Timbers U17 went 3-3, including a 1-0 loss to Premier Division champions Tijuana.
