MLS announces plans to expand to 30 teams

Major League Soccer unveiled plans to expand to 30 teams in the coming years, up from the previous target of 28 clubs that the league had established in December 2015.

The decision was made by owners at Board of Governors meetings held in Los Angeles. No official decision was made on future expansion markets, but the Commissioner’s office was authorized to advance discussions with Sacramento and St. Louis ownership groups regarding their bids.

Both Sacramento and St. Louis groups will be asked to make formal presentations to the MLS Expansion Committee to address each bid’s final stadium plan, corporate commitments, the composition of the respective ownership groups, detailed economics on funding, strategic plans for fan development, commitments on player development and details on community programs.

In addition to Sacramento and St. Louis, the league remains in discussion with several other ownership groups in other cities.

“Professional soccer at all levels is thriving in the United States and Canada and we believe there are many markets that could support a successful MLS club,” MLS Commissioner Don Garber said in a league statement. “Expansion during the last 15 years has been enormously successful and a key driver behind the league’s continued rise, and we are pleased that some of the top business and community leaders representing great markets in North America are aggressively pursuing MLS expansion clubs.”

With agreements currently in place with 27 total clubs, the league anticipates selecting the 28th and 29th expansion teams by the July 31 All-Star Game, presented by Target. The expansion fee for the 28th and 29th clubs was also set at $200 million.

A decision regarding the expansion fee and timetable for the 30th team was deferred by the Board of Governors.

There are currently 24 clubs competing in the 2019 regular season in progress with expansion teams Inter Miami CF (2020), Nashville SC (2020) and Austin FC (2021) beginning play in the next two years, bringing the total of MLS clubs to 27.

MLS is currently the largest first division professional soccer league in the world.

From NASL to USL, Tampa Bay Rowdies passion still runs strong

On a picture-perfect Florida spring evening this past Saturday, the Tampa Bay Rowdies hosted Louisville City at Al Lang Stadium in St. Petersburg.

For this, my very first visit to Al Lang Stadium, I found that there’s a lot to love about the stadium, and the fans that fill it. Sitting on the edge of a bay with a cool breeze blowing through the stands, you’d be hard pressed to find a more picturesque stadium in all of the United States. And just as the stadium has plenty of character, so too do the fans with an age range from infants to 90-somethings. Of course, there’s the supporters group — Ralph’s Mob — that make the biggest impact on the atmosphere with their constant singing and banging of the drum through the entire game.

The Tampa Bay Rowdies possess so many unique characteristics. The rich history of the team that was founded in 1975. The distinct green and yellow hoop shirts that are to be seen everywhere throughout the crowd. Plus every foot of this old baseball stadium is used to maximum effect. The kids section in the corner behind one of the goals with its grass mound that children run up and roll down. The outdoor patio area nestled near the water’s edge in the opposite corner. Across the other side, you have a pitch-side bar area near the corner flag, as well as food trucks and concession stands behind the stand that runs the full length of the field.

Best of all, there isn’t a bad seat in the house. You’re close to the pitch, and there are plenty of opportunities to stand next to the advertising hoardings to get an even better view of the action.

On the pitch itself, the quality of the USL game between the Rowdies and Lou City was decent. The first half was competitive and featured a lot of open play. In the second half, the game got scrappier as players tired. But overall, the game was worth watching, which was made even better by soaking up the Rowdies experience.

Toward the end of the match, I ventured next to Ralph’s Mob to feel the noise of the rapturous supporters group. And they didn’t disappoint with their flag waving, drum beating and mixture of chants and songs. Even after conceding an 88th minute equalizer, Ralph’s Mob didn’t stop singing. If anything, they picked up the beat.

If I lived near the west coast of Florida, I could imagine my family and I spending most Saturday evenings watching the Rowdies in person. With ticket prices as low as $10 and plenty of activities for the kids, the Rowdies are the model of how to run a club that has a close bond with the local community.

Rowdies game are excellent. Great atmosphere, beautiful stadium, then you walk to a bar and have a beer or 5 after the game. Downtown St. Pete has come a long way in the last decade, pedestrian friendly, with a ton of bars and restaurants.

That reminds me, I need to get to Al Lang in the next month or so to catch a game.

I wouldn’t be surprised in the future if they made another run. The TV market thing is always our trump card, since the league needs it so desparately. Can’t imagine we see anything though until the Rays stadium is settled.

How many “dead” MLS bids have we seen come roaring back to life over the past decade? Quite a few.

The Tampa Bay Area is still the largest TV market (#11) not in MLS. Florida is a huge market and can support 3 MLS teams. The TBA is still rapidly growing in population.

If the Rays want to they could put in a formidable MLS bid, especially if they bring on more investors - a thing which Bill Edwards failed to do with his MLS bid.

Trying to market a minor league soccer team in a large major league market like the TBA is difficult, which might be a clue that the Rays were thinking of MLS all along, regardless of what they are currently saying publicly.

I get that there is a selection bias here in this forum that prejudices the discussion towards people who like things just the way they are and who would happy to see the Rowdies stay in USL playing in front of small crowds indefinitely, but 1) pro/rel isn’t happening barring some kind of political/economic revolution, 2) the Rowdies long term survival is much more likely in MLS than in USL, and 3) the only way to break through the barrier of limited public awareness in the TBA and get large attendance numbers is to get the Rowdies into MLS.

I’ve been following the Rowdies since 1975, and I was at the record largest soccer crowd in Florida at the time, 56,000+ for a Rowdies game at Tampa Stadium, a record which I don’t think was broken until the 1994 World Cup and later when Orlando City did it in their first few years in MLS playing at the Citrus Bowl. IMO the current status of the Rowdies is better than not existing at all, but it does not do justice to the Rowdies legacy and history.

Best hope down the road is some sort of adoption of a pro-rel system. Unless the league is expanding to 40 teams I just don’t really see where we fit in. That said, I think we can have a lot of fun and success in USL - there’s future there.

I don’t think it would have to go to 40. 32 for MLS seems likely, and if we wanted to be, we could be in play for that...

Pro-Rel will never, ever, ever, ever, ever happen in the U.S.. No American millionaire is going to sink money into a team that can be officially designated as second-rate.

David Beckham's Miami club is actually set to play in 2020. Seriously. They were awarded a franchise in February of 2014 and have gone through an endless path of hurdles since then. Inter Miami is set to start in a temporary home in Fort Lauderdale while its permanent home in Miami is built.

Contrasting Miami's now five year and two-month journey to this point is Nashville SC, the second MLS expansion side set for 2019. Nashville was awarded an expansion spot just 16 months ago, having only started play in USL in 2017.

MLS boosts expansion fees to $200 million

Major League Soccer said Thursday it plans to expand to 30 teams, but was unable to say when or which cities it would add to reach that figure.

The league, which currently has 24 teams in the US and Canada, said Thursday that it would charge the 28th and 29th teams an expansion fee of $200 million.

The league said it is in talks with Sacramento and St. Louis about joining the league. No details were given for the fee or possible name of a 30th expansion team.

Decision time is near.

Major League Soccer owners have a meeting and it is possible that the owners will get around to filling up that final expansion slot that has been out there for two years. The MLS is adding three teams in Nashville, Cincinnati and Austin but has not found a fourth city as of yet.  It appears that Sacramento and St. Louis are in a head to head race in a bid to impress Commissioner Don Garber and the league owners. Both cities lost out when the league decided to expand a little more than two years ago. St. Louis voters said no to publicly funding a soccer facility and Sacramento backers could not find the right ownership group. Sacramento now has the National Hockey League’s Pittsburgh Penguins majority owner Ron Burkle and Hollywood film producer Max Alvarez as backers. The Sacramento ownership is willing to build a soccer stadium with the hope that the facility will be the centerpiece of a development project in the city. Sacramento officials have offered $33 million in tax breaks and incentives. MLS officials plan is to hand out or sell a franchise for $150 million by year’s end. Sacramento Mayor Darrell Steinberg wants to force the owners hand and get the commitment for a franchise as soon as possible.

In St. Louis, there will be a new stadium plan and that stadium will be funded by prospective owners with perhaps some government subsidies. There are some new money people on board but Garber and the MLS owners are not ready to hand over a franchise to the city. While Garber has liked some of the moves made by St. Louis business leaders to create an ownership group there is a problem. There may not be enough local corporate support. And that is not helpful for the MLS. It’s just business, nothing personal.

Miami is considering suing to push out a youth golf nonprofit and other groups possibly at the city-owned Melreese golf course where David Beckham's soccer stadium is planned.

The city has taken issue with groups using the Melreese address in their state registration papers and some being located on and using the city-owned property, according to a resolution coming up for a City Commission vote.

Miami officials are to consider suing the city-hired golf course manager for breaching its agreement as well as The First Tee Miami and other groups it claims are illegally using the golf course property or address in state documents.

The commission is set to vote Thursday on a resolution directing staff members to take action to stop the allegedly improper use of its property and specifically Melreese. The resolution includes a draft complaint against golf course manager Delucca Enterprises Inc., Dade Amateur Golf Association Inc. and 13 other groups.

Florida Division of Corporations documents show Dade Amateur Golf Association is an affiliate of The First Tee, and the nonprofit's website says it's part of the Dade Amateur Golf Association.

Mayor Francis Suarez, the resolution's sponsor, didn't return a request for comment by deadline. The city attorney's office also didn't return a request for comment.

"None of these business entities had or have a legal right to use that address or those premises," the draft complaint said. "As a matter of law these business entities must be ejected from the premises."

The complaint lists ejection and unjust enrichment counts against all defendants except Delucca.

The complaint also lists accounting and breach of contract counts against Delucca, saying it should estimate how much the groups owe the city for their use of the site. The city maintains Delucca broke its agreement with the city by allowing others to use the golf course.

The 160-acre International Links Melreese Country Club east of Miami International Airport is to be redeveloped as Beckham's Major League Soccer site with a 25,000-seat stadium, more than 1 million square feet of office and retail, a 750-room hotel, and 23 acres of youth soccer fields.

Voters last November green-lighted negotiations for a 99-year lease for more than $3.5 million in annual rent.

But even before the referendum the city already had started inquiring about First Tee and the other organizations.

A letter sent last year from Delucca's attorney to the city indicates that Miami Department of Real Estate Asset Management Director Daniel Rotenberg had sent an email requesting corporate registration documents for the Melreese groups on July 17, 2018. That's a day before the commission voted in favor of putting the stadium lease to a referendum.

In response to that inquiry, Delucca attorney Thomas Korge, of Korge & Korge in Coral Gables, on July 26 sent a letter to the city with details about nine organizations. Rotenberg on Aug. 6 replied calling Korge's explanation of the entities associated with Melreese "very brief" and asking him to provide information on additional organizations the city has linked to the golf course. Then, at Korge's request in an Aug. 14 letter, his correspondence gets redirected to the city attorney's office.

In a Sept. 16 letter from Korge to City Attorney Daniel Diaz, Korge maintains he is the attorney only for Delucca and provides information about groups the city has tied to Melreese and inquired about. This time, Korge provides information on about 20 groups. Not all of the companies he lists are named defendants in the draft complaint and, according to Korge's letter, only some of them have actual operations on Melreese.

Dade Amateur Golf Association is a First Tee affiliate and operates the youth educational activities at Melreese. It's tied to golf course manager Delucca Enterprises, which is headed by Charles DeLucca. Charles DeLucca Jr. is president and executive director and Charles DeLucca III is executive director of First Tee.

Some of the other organizations also are tied to DeLucca but not all, according to Korge's letter. Bunkers Inc. is owned by DeLucca but it's largely inactive except for having sold golf balls to Melreese for re-sale at the pro shop at a profit to the city; Tina's Touch Inc. was organized by DeLucca for his daughter, Tina, for a consultancy business in Palm Beach County but it's never had activities at Melreese; and custom golf clubs fitter JJ Custom Golf LLC isn't associated with DeLucca and uses some space at Melreese in exchange for $1,250 a month, according to Korge's letter. Bukners, Tina's Touch and JJ Custom Golf are listed as defendants.

Some of the other organizations the city inquired about are inactive and already have been dissolved, Korge says in the letter.

Korge also says that already there is solid record-keeping and accounting for revenue generated from activities at the golf course, that Delucca weekly provides the city with receipts and that a 2017 city auditor's report already has addressed at least some of the city's questions.

An annual charity golf tournament First Tee holds at Melreese is self-sustaining, meaning the proceeds cover its expenses, and it also pays Melreese fees, including fees for using the greens, Korge said in his letter.

"Indeed, charitable tournaments constitute a substantial additional source of net revenues for the Melreese operations," Korge wrote in the letter.

Korge on Friday responded to a Daily Business Review request for comment by pointing out that he already has addressed Miami's concerns in his previous letters. He said there have been indications that the resolution might be pulled from Thursday's meeting to allow for further talks.

First Tee teaches golf to youths and students with disabilities and offers other programs, including after-school tutoring, academic advising and the Charles De Lucca School of Golf summer camp.

While Beckham and his team of investors, including brothers and MasTec executives Jorge and Jose Mas, have city backing for their venture, the project also has its opponents.

Miami attorney David Winker has two pending complaints against the city. An ethics complaint alleging illegal lobbying was dismissed last month by the Miami-Dade Ethics Commission.
