ST. PETERSBURG — With a thin mist spitting from the sky overhead, Dave Pirner sized up the baseball stadium-turned-soccer pitch before him and chuckled.

"Let’s get ready to rumble," said the Soul Asylum singer, kicking off a concert Wednesday night at Al Lang Stadium in
St. Petersburg. "Or not."

Hard to blame his bemusement. Al Lang, where Mickey Mantle once roamed the outfield and Joe Cole now patrols the midfield, wasn’t built for live music. Most baseball/soccer stadiums aren’t.

But when the Tampa Bay Rays unveiled designs Tuesday for an $892 million stadium in Ybor City, that was the first place my mind went. The team emphasized it wouldn’t be just a baseball park, but a "year-round community asset, with the potential for programming, events and creative partnerships."

Like boat shows? Graduations?

Craft-beer festivals?

Or maybe concerts?

Baseball parks, unlike football stadiums, are a mixed bag when it comes to live music. The seating isn’t conducive to most stage setups (imagine watching a concert in centerfield from a seat behind home plate). And, of course, they tend to be occupied during the busy summer concert season.

But there remains an American romance to seeing a concert in a park designed for baseball. The history, novelty and prestige of such spaces appeals to artists like Pearl Jam, Billy Joel and Luke Bryan, who this summer will play parks like Dodger Stadium, Wrigley Field and Fenway Park.

Tampa Bay’s long tinkered with shows in local minor-league stadiums, from Bob Dylan and the Rolling Stones in Clearwater to Sting and Linkin Park in Tampa. Even Tropicana Field has a storied concert history. Before the Rays arrived in 1998 — and long before they started hosting postgame shows in 2006 — the dome was arguably Tampa Bay’s premiere concert space, hosting acts like David Bowie, Guns N’ Roses, Eric Clapton, R.E.M. and Van Halen.

Al Lang Stadium, built in 1947, hasn’t been primarily a baseball park for a decade. But its evolution into a soccer field can’t hide its architectural roots in America’s pastime. That makes its push this summer to host more concerts a quirky — and, given the size of two recent concert crowds, welcome — development.

"The setup is beautiful," said Joe Santiago, general manager of the Mahaffey Theater, which, like Al Lang, is operated by St. Petersburg entertainment and business magnate (and Tampa Bay Rowdies owner) Bill Edwards. "The way that the stage sits, you can see a bunch of boats, you can see the water. It has worked out very nicely in that spot."

Al Lang also fills a void in the local concert market. Tampa Bay has long lacked a midsize (around 5,000 seats) outdoor venue, which cuts the area out of the running to attract certain tours. Edwards and promotions giant Live Nation, which is behind Al Lang’s four summer shows, "both looked at this venue as a great opportunity," Santiago said. "Finding shows that fit that attendance niche, we worked together to make a couple of great deals happen."

On Wednesday, some 4,700 fans filed in for 3 Doors Down, Collective Soul and Soul Asylum, the bands playing a temporary stage along what would be the leftfield line, beneath a banner blaring "Al Lang Live." Most permanent seats and facilities, save the westernmost bleachers in the back, were not in use. Almost everything set up for the show, from the reserved seats to the vendor tents to the portable toilets, was temporary.

Some fans spread blankets on the soft soccer turf, breathing in a cool bay breeze from the South Yacht Basin across the street. Kids rolled on the grass; adults sipped beer and chucked beach balls. The rain held off, and the show wrapped up around 10:30 p.m., no doubt a relief to all the neighboring condo residents peeking in from on high.

Such an experience would be tricky to replicate at the proposed Rays stadium in Ybor City. The $245 million translucent roof would ensure no shows get rained out, an invaluable blessing in Florida. Perhaps some enterprising artist will try to turn that roof into a giant, laser-lit planetarium.

But Live Nation might not want to book concerts at a venue so close in size and location to its own 20,000-seat MidFlorida Credit Union Amphitheatre, although that could open a door for a rival promoter like AEG to make inroads. The proposed Rays park will seat 28,216 people, with a total capacity of 30,842 counting standing room. Tropicana Field, with the upper seats closed, seats 31,042.

"That facility’s going to be state of the art, but I don’t think we’ll be competing with that new stadium," Santiago said. "The 4,000 to 5,000 niche is what we feel is the sweet spot. Those shows aren’t going to play in front of 30,000 seats."

Until 2023 at the earliest, we are left with one field of concert dreams, and that’s Al Lang. With Lauryn Hill and Counting Crows coming soon, and both tracking toward crowds of around 5,000, it’ll be hopping at least twice more this summer. And Santiago expects more shows to come, possibly later this year.

The other thing about Al Lang was that there was no roof blocking Wednesday’s incredible 360-degree sunset, which hung colors in the sky until Collective Soul wound down their set.

"Turn around and look," Collective Soul singer Ed Roland urged the eastern-facing crowd. "Look at the sky. Look."

It was indeed quite the view, and one few other venues offer. Score one for the stadium set. Concerts might belong here after all.

TAMPA — Bob Buckhorn has hopped on board the political effort to bring back the CrossBay Ferry.

Tampa’s mayor will recommend to the City Council at its July 26 meeting that it kick in the city’s $150,000 share to fund the ferry’s return in November.

The ferry service launched in November 2016, spearheaded by St. Petersburg Mayor Rick Kriseman. During its initial run, the Pinellas and Hillsborough county commissions and the Tampa and St. Petersburg city councils each contributed $350,000.

Buckhorn has been the most skeptical of the region’s officials about the ferry. He has said the private operator should be able to make it work without a public subsidy.

He still believes that.

"I don’t know if I would call it a mode of transportation," Buckhorn said Thursday. "It’s not going to take a lot of cars off the road, but it does bring bodies to our urban core."

The ferry would dock near the Convention Center in Tampa. In St. Petersburg, it will dock in the North Vinoy Basin.

Kriseman has led the effort to bring it back and called Buckhorn several times in recent weeks.

"He had some deadlines on his end so he could move forward," Buckhorn said. "I want to be helpful to him and for him."

Kriseman didn’t respond to a request for comment, but the St. Petersburg City Council and Hillsborough County Commission have already signed off on the funding.

The last agency who needs to approve it is the Pinellas County Commission, which will consider the request at its July 17 meeting.

In its 2016-2017 run, the ferry sold more than 37,000 tickets and proved most popular on weekends. A survey showed two-thirds of riders took it for recreation. When Kriseman addressed Hillsborough commissioners last month, he acknowledged those facts but said research also has shown that the economic impact was $1.6 million. About 75 percent of passengers dined out and 30 percent visited a museum, he said.

"That’s money spent in our two communities that might not have otherwise been spent," he told commissioners.

After the $600,000 subsidy contributed by the four government entities, a state Department of Transportation grant will cover the rest of the estimated $747,000 cost.

Seattle’s HMS Ferries will once again provide service.

Under the terms of the proposal, the first $200,000 in revenue generated by the ferry will go to the four governments. The next $200,000 will go to HMS. After that profits are split evenly between the member governments and HMS.

As recently as Monday, Buckhorn had been noncommittal on the ferry, but he said his budget preparation had persuaded him that the city could afford another year. The money would come from the city’s Downtown Community Redevelopment Area, not the general fund.

And he hopes the operators will avoid the miscues of the ferry’s first year when no contingency plans were made for Gasparilla or the College Football playoffs and the ferry didn’t run during those high-profile events.

"Hopefully, since it’s the second time, they’ll have thought these things through," Buckhorn said.

The Beckham group still has a stadium deal with Miami-Dade to unravel. What's next?

As David Beckham prepares to swoop into Miami City Hall next week to push a plan to transform a municipal golf course into a massive office park and soccer complex, it's easy to forget about another hard-fought win: the stadium site the partnership secured just a year ago in Overtown.

Beckham and partners won a lopsided vote before the Miami-Dade County Commission in June 2017 to secure the right to pay $9 million for three acres of county land within city limits. The county truck depot sits near the Miami River and next to six acres that an entity controlled by Beckham partners bought for about $19 million in 2016.

The lingering Overtown deal with Miami-Dade captures the sharp and bold pivot demanded by Beckham's newest lead partner, Jorge Mas, after the leading Miami executive and his brother, Jose Mas, joined the venture in late 2017. Word quickly leaked that the Mas brothers — who lead MasTec, a global infrastructure firm with $6 billion in revenue — wanted out of the all-but-finalized Overtown site in favor of pursuing a larger parcel somewhere else.

THEY’LL BE BACK: Commisso: Cosmos will return in 2019

Regardless what transpires in his pursuit to purchase a majority share of A.C. Milan, Cosmos owner Rocco B. Commisso says one thing is certain: the Cosmos will be back in 2019.

Speaking to analyst Sal Rosamilia on the streaming broadcast at halftime of Cosmos B’s 4-0 victory over Kingston Stockade FC Saturday night, Commisso stated the team will return next year. He did not offer any details.

“For the Cosmos fans, this is all good,” he said. “This is all good for us. Whether I buy a team in Italy or not, I still expect to have the Cosmos here next year. We have some fights to fight, but stay tuned, and we’ll see what happens in the court system and how we develop this league and how we develop the team.”

Commisso has placed a bid to purchase A.C. Milan in Italy’s Serie A, but it appears the deal has hit a snag.

The North American Soccer League, of which Commisso is chairman, has filed an anti-trust lawsuit against the U.S. Soccer Federation.

The league and Cosmos are on hiatus this season after the USSF rescinded the NASL’s Division Two sanctioning in 2017.

In the team’s place, Cosmos B is playing for the organization’s colors.

The team captured the North Atlantic Conference crown with a 10-0-0 record in the National Premier Soccer League and will host defending champion Elm City Express in a conference semifinal at Hofstra Soccer Stadium in Hempstead, N.Y. Wednesday at 7:30 p.m.

A large no-bid deal is on the horizon in Miami, though you might've heard of this one before.

In November, Miami voters could agree to let the city lease more than half of its only city-owned golf course to David Beckham and his partners to build a privately owned soccer complex with a 28,000-seat stadium, one million square feet of tech-related office space and 500 to 800 hotel rooms.

Beckham and his partners, which include local business giants Jorge and Jose Mas, want to turn Melreese golf course into a 73-acre soccer, commercial and hotel complex and a 58-acre park. All would be privately funded under the terms of a 39-year lease, which could be extended to 99 years. The city would receive annual rent of about $4 million to $5 million, and the owners would pay taxes on the rezoned park land, which does not currently contribute to the tax rolls.

SOCCER STADIUM PROPOSAL: David Beckham’s group is expected to present its plan next week for a soccer stadium on City of Miami property that today is home to Melreese Golf Course near Miami International Airport. A representative requested a time certain of 2 p.m. July 12 during the next regular city commission meeting. Chair Keon Hardemon OK’d the request, though Commissioner Joe Carollo is gunning for a special meeting to debate the proposal. “I don’t want to be here until 2 in the morning,” he told fellow commissioners at the June 28 meeting. Mr. Carollo said two outstanding matters – the soccer stadium and contract negotiations for the next Ultra music festival – will take many hours to resolve. Mayor Francis Suarez suggested he and Mr. Carollo discuss the possibility of a special meeting. The commission has two regular meetings in July, and typically is in recess each August.

Detroit — The bidders hoping to bring Major League Soccer to Ford Field say they can produce a soccer experience like the best venues in the league, and even in the major European leagues.

MLS remains interested.

It is actively pursuing the best possible use of the indoor NFL stadium for soccer, according to the bidders and the league.

As the expansion process continues, with the top professional soccer league in North America looking for two additional cities, Detroit remains in the mix. The disappointment of Nashville and Cincinnati receiving MLS franchises over the past year is apparently little discouragement.

“I think MLS has now accepted the fact that Ford Field is the right place,” said Arn Tellem, vice chairman of the Pistons, who has been charged by owner Tom Gores with coordinating the bid in Detroit.

“We’re continuing our discussions with them.

“They view Detroit favorably and our application favorably, and we’re just going to continue to answer some of the questions that they have.”

Beckham group announces date to reveal plans for MLS stadium on Miami golf course

If David Beckham and his partners want to build a Major League Soccer stadium on Miami's only public golf course, they'll need voters to let them. As time runs tight to place a question on November's ballot, the public has yet to see any plans.

Beckham's group was awarded an MLS franchise in January when it was believed a stadium would be built in Overtown, but plans unofficially shifted to Melreese Golf Course shortly afterward. When Beckham partnered with Jorge Mas, an executive at Miami-based infrastructure giant MasTec, the concept evolved beyond a stadium into a larger complex that spurred talks with Miami Mayor Francis Suarez and City Manager Emilio Gonzalez about using the larger tract of land at Melreese.

Thus, Melreese emerged as the front-runner for the soccer group's plans to build a home for the franchise. Yet after four months of promising plans to Miami officials, Beckham and partner Jorge Mas have yet to publicly present a single rendering, site plan or economic impact report to the public regarding what is expected to be a significant redevelopment of the publicly owned Melreese golf course — a plan that will likely be a political tinderbox heading into election season.

The Overtown site didn't need voter approval because the Beckham group bought that land — though some of that sale is tied up in litigation. When Melreese came into the picture, Suarez and Gonzalez committed to putting any proposal to a public vote.

In order to put the question on the November ballot, Miami commissioners would need to approve the measure at either their July 12 or July 26 meeting, unless they agree to hold a special meeting before the Aug. 7 deadline to submit ballot items to Miami-Dade's elections department. The soccer group needs at least three commissioners' votes to get their plan to a referendum.

This means the pressure is on for Beckham and Mas to present their vision to elected officials and the public in the next few weeks. Apparently, the Beckham group is preparing for a big reveal soon.

Sources familiar with the proposal have told the Miami Herald that Mas is seeking meetings with all five Miami commissioners this week to present a plan, which will include a stadium, hotel and retail space, several public soccer fields and a large public park.

Sources said the team tapped Miami-based Arquitectonica to develop conceptual images, which is expected to debut publicly at the July 12 commission meeting at City Hall.

The Beckham group did not respond to the Herald's request for comment. But an hour after this story was published online Tuesday night, Mas sent tweets confirming that plans will soon be revealed for a "world class park, soccer village and tech hub."

When a Univision journalist asked if the plans involve Melreese, Mas responded, in Spanish, that the plans would be revealed on July 12 — the day of the Miami commission meeting.

When a Herald reporter asked on Twitter for confirmation that the plan would be revealed to Miami commissioners July 12, Mas responded: "Stay tuned. This is the people's team. Our fans are at the center of everything we do."

Gonzalez, who began talks with the Beckham group in March, said on Tuesday he was eager to see a final proposal.

"This is a transformational project," he said, saying it's good timing to debut a plan during this year's FIFA World Cup.

The anticipated Melreese plan has already stirred up opposition from golfers who want to keep the golf course the way it is and from supporters of the First Tee youth program, which teaches kids how to golf. An online petition to preserve the golf course has so far garnered 1,600 signatures. Advocates for more open green space are expected to come out against any development at Melreese, which is presently the only public golf course within Miami city limits.

A contingent of soccer supporters who have long awaited the formation of a Miami MLS team would also likely campaign for a stadium plan — regardless of the location.

Melreese's terrain and location raise questions: Is it possible to build a suitable stadium complex so close to Miami International Airport? Would any environmental remediation be required? When the adjacent Grapeland Water Park was built more than a decade ago, early soil testing detected pockets of polluted soil and buried ash — likely from a city waste incinerator closed down decades ago. How would a stadium complex generate revenue for the city of Miami?

The Beckham group has not answered those questions.

No matter what, the first significant vote would be at the Miami commission. If Beckham and Mas do not win that vote or if they fail at the ballot box in November, the group might pivot to a location outside of Miami. Mas has met with Doral officials to discuss the possibility of building a stadium complex on land privately owned by real estate developers David Martin and Stephen Bittel. Public officials in Doral have publicly expressed their enthusiasm for an MLS stadium in their city.

Poku, 26 on Tuesday joined the American lower-tier football club from Russian powerhouse, Anzhi Makhachkala.

The club’s CEO, Bill Edwards said,”We are excited to have Poku join the Tamapa Bay Rowdies. He bring a level of excitement on the field that will be very important for this team as we enter the second half of the season and chase down the USL Cup 2018.”

”Poku is a player that has succeeded at many levels of professional soccer and I have no doubt he will do same under  Head coach Neil Collins,”he added.

Poku has had a taste of American soccer already, having spent the 2015/2016 with New York City and Miami FC in the 2016/2017 season. During his time with the latter, he scored 15 goals in 55 appearances.

He has played three times for the Black Stars of Ghana.

Tulsa gets first win of the season; TFC II rallies, earns 3-3 draw with Cincinnati

The Charlotte Independence finished with nine men as the Tampa Bay Rowdies came from 2-0 down to earn a 2-2 draw at Sportsplex at Matthews.

Charlotte’s pressure, with 64 percent possession, finally told in the 57th minute after a long run from Cordell Cato allowed him to square from the left to the middle of the box for Jorge Herrera who scored with a powerful shot.  Cato turned scorer in the 64th minute when Herrera’s touch drew the Rowdies defense which left Cato open who shot from a tight angle with too much power for Akira Fitzgerald.

Those goals seemed to open the floodgates with Tampa pulling a goal back in the 66th minute after a ball into the box couldn’t be cleared, falling to Tamika Mkandawire who slammed it home from close range.

One minute from time the Independence were reduced to ten men when Joel Johnson earned his second yellow card in a space of three minutes. The Rowdies immediately took advantage, with the ball from the free kick falling to Dominic Oduro who launched a powerful half-volley that saw him score on his Rowdies debut.

Things got even worse for Charlotte in stoppage time when Donnie Smith was shown a red card for violent conduct, reducing Charlotte to nine men but they held on for the point with little time remaining.

Detroit officials work to redevelop plans for MLS at Ford Field bid

Detroit — The bidders hoping to bring Major League Soccer to Ford Field say they can produce a soccer experience like the best venues in the league, and even in the major European leagues.

MLS remains interested.

It is actively pursuing the best possible use of the indoor NFL stadium for soccer, according to the bidders and the league.

As the expansion process continues, with the top professional soccer league in North America looking for two additional cities, Detroit remains in the mix. The disappointment of Nashville and Cincinnati receiving MLS franchises over the past year is apparently little discouragement.

“I think MLS has now accepted the fact that Ford Field is the right place,” said Arn Tellem, vice chairman of the Pistons, who has been charged by owner Tom Gores with coordinating the bid in Detroit.

“We’re continuing our discussions with them.

“They view Detroit favorably and our application favorably, and we’re just going to continue to answer some of the questions that they have.”

“It’s been ongoing, the process.”

Dan Gilbert, the chairman of the Cleveland Cavaliers and founder of Quicken Loans, and the owner of the Detroit Lions, Martha Firestone Ford, are partners with Gores in the effort.

The clear preference for MLS is soccer-specific stadiums, to the point that it waited several months for Cincinnati to clear considerable site acquisition issues for its new stadium, while the proposal for Ford Field lay fallow.

But Tellem said there will not be any effort by the bidders, now or in the future, to develop a soccer-specific stadium in Detroit.

“Ford Field is and will continue to be the only place that we will consider playing soccer as part of MLS,” he said.

“I think the MLS state-position has been, at least in the first round of expansion, was that they have preferred soccer-specific stadiums. And I think there are two different perspectives here.

“Their perspective is that model works, and I guess where we have a different view on this,” Tellem said.

“We believe the most successful teams, Atlanta and Seattle, are playing in multi-purpose stadiums,” Tellem said. “They’re playing in football stadiums.”

Atlanta United FC (48,200) and the Seattle Sounders (43,666) led MLS in attendance last season.

Both Mercedes-Benz Stadium in Atlanta and CenturyLink Field in Seattle are outdoors, and architects were specifically charged with designing a dual-purpose stadium in Atlanta for soccer and North American football.

But Tellem also argues “location, location, location …

“And, there is no better location for a stadium in MLS than Ford Field,” he said.

“The most successful franchise are the ones that are situated in the core, the heart of the city. And the teams that have struggled are the ones in the ’burbs.

“It’s not so much about the size of a stadium or the purpose of a stadium, it’s about location; it’s really what is the most determining factor,” Tellem said.

Indeed, MLS officials have stressed the desirability of venues in an urban core — almost as much as they have stressed soccer-specific stadiums.

When MLS Commissioner Don Garber announced in May that Cincinnati would finally receive what had been intended as one of two expansion franchises awarded in 2017, he said passing over Detroit would give the bidders a chance to reconsider how they would feature soccer.

“We’re working with that ownership group on possible modifications of Ford Field that could, perhaps, make that city more MLS ready than it is today,” Garber said, the night MLS fans in Cincinnati celebrated, according to Cincinnati.com.

“What is going on now is MLS is taking deeper dive into Ford Field and doing an analysis. It is going to come back with some recommendations at some points as to what they feel needs to be done to make it perfect for soccer,” Tellem said.

“And then, we’ll evaluate what their recommendations are.

“I think we can have a soccer experience there that rivals not only any MLS stadium but any European soccer experience, which is the thing that we’re trying to do.”

“We want to duplicate what the fans would feel if they are going to a game, whether it’s in Liverpool, or in Manchester, or in Berlin, or in Madrid, or Barcelona. We want to have that similar type of experience for our fans.”

MLS has announced no new timetable for awarding the next two expansion franchises, which had been planned for the end of 2018.

But one of the 2017 awards came five months into 2018, even as the league continued to work on the bid in Miami, for four years.

Sacramento, Phoenix, San Diego, Las Vegas and San Antonio are the prime competitors at this juncture. All propose developing soccer-specific stadiums.

But each must surmount either ownership or siting issues.

That said, they are likely to have plenty of time.

As MLS has shown in Cincinnati, Miami and with some other franchises, it is willing to be patient.

“It’s an ongoing dialogue that we’re having, and we don’t have all of the analysis done, yet,” Tellem said of retrofitting Ford Field for soccer.

“MLS has had some teams of people come out and spend time here looking at it, and we’re going to have a deep dive here over the next few months.

“The only way that we’re going to be involved is if it’s at Ford Field.”
