Editor’s note: Don’t get schooled

In the buzz about the Sacramento railyards as the next game-changing development, it’s all about the state-of-the-art medical center, the new county courthouse and, especially, a sparkling soccer stadium.

What isn’t talked about as much may also turn out to be crucial to its success—a school.

Bill Mueller, executive director of Valley Vision, says good schools are essential to more housing downtown, as well as a key component of “20-minute neighborhoods,” the urban design principle that everything you need for daily life is within walking or bicycling distance.

The Sacramento City Unified School District says it has an agreement with the railyards developer for a K-6 or K-8 school, once there are enough students. But for parents to be confident enough to send their kids to that school, the district needs to fix its finances and make peace with the teachers’ union, which held a one-day strike on April 11.

The railyards plan approved by the City Council in 2016 calls for 6,000 to 10,000 housing units, predicts a potential need for new schools and says that developers would be expected to pay impact fees to help pay for them. The plan also points out that because it’s an urban infill site, a typical suburban school won’t work. Instead, a school would have to be multi-story with small playgrounds, perhaps even on the roof.

The 244-acre site on the edge of downtown is the former home of Union Pacific Railroad’s railyards, the largest west of the Mississippi. As big as the existing central business district, it has long been billed as one of the nation’s largest infill development sites. After decades of false hopes and false starts, it’s still mostly vacant land, except for fences, a few piles of dirt and the faded-brick rail shops. The new roads are dead ends.

So you really have to use your imagination to see what the railyards could become, anchored by several signature projects:

A new $499 million, 543,000-square-foot Sacramento County Courthouse is set to open in 2023. Kaiser Permanente has finalized its land purchase for a 1.2-million-square-foot medical center scheduled to open in 2024.

And Sacramento Republic FC plans to build a 20,000-seat stadium, plus an entertainment district on the surrounding 17 acres—if it joins Major League Soccer. That appears likely, though the timing is still up in the air. After MLS owners met April 18, the league announced that it will add three teams and pick two cities probably in late July, and invited Sacramento to make a formal bid.

Mayor Darrell Steinberg and the City Council want the MLS team and stadium badly enough they voted unanimously April 9 to invest $33 million in tax rebates, fee waivers and infrastructure financing. Steinberg stresses, however, that the city money isn’t just for the $252 million stadium, but also the entertainment district with private investment totaling nearly $1 billion.

The railyards developer, LDK Ventures, is trying to raise the project’s profile, with a new online “tour” launched last month that highlights what is planned for each of the five areas, including shops, restaurants, a hotel and parks.

The tour doesn’t mention schools. For home buyers, stores and amenities are important, as well as location. But quality schools still matter, too.

MLS’ $50 million move

I certainly understand that the prospective owners of an MLS expansion franchise in St. Louis don’t want to make any waves when it comes to landing a team.

Let me be the loudmouth to do it. It seems no one else in the media wants to.

Commissioner Don Garber’s ongoing increased demands for more cash and his interference into stadium construction, naming rights and other revenue producers is becoming more than irritating. He sounds like a loan-sharking wise guy.

His story keeps changing too.

Last week, the MLS announced that it would ultimately expand to 30 teams. Instead of St. Louis and Sacramento battling each other for the right to be Team 28, both cities are now at the head of the pack and will most likely join the MLS field.

In an article posted Tuesday morning (April 23) on SB Nation’s KC Sporting website, it is reported that Team 28 will pay an expansion fee of $150 million and Team 29 will pay $200 million. There has been no explanation why $50 million was added to the price tag for just one expansion team.

It was originally stated that both teams would be asked to pay a $200 million fee. Is this a tactic to create a lucrative race between ownership groups? What gives, Don?

The Taylors and Kavanaugh groups have more than enough money to create a profitable endeavor on their end. Can the MLS say the same thing?

The STL owners unveiled drawings of a spiffy new stadium last week, but there is still a question of how an in-stadium sales tax will be generated. Garber is using this municipal issue to strong arm St. Louis and the prospective owners.

The city’s Board of Aldermen wisely balked at expanding the area covered by the Port Authority, the body that would authorize a 1 percent sales tax at the stadium. If the maneuver was approved, and the Port Authority covered the entire city, there would be no city statute stopping it from using its newly granted power on several issues including eminent domain.

Garber says St. Louis needs to get the stadium funding in order and he doesn’t care if it creates a situation that could haunt St. Louis for years. If this region has learned just one thing over the past 30 years it should be to not do any and everything to land a sports franchise.

I think the city and owners should quit groveling to this Garber guy. If St. Louis is Team 29, tell him what he can do with that additional $50 million – or at least demand an explanation TODAY.

I think one of the prospective owners is beginning to agree.

“While we have been in discussions with various city officials and city agencies on this (sales tax) element of our proposal, this is not something that needs to be in-place to finalize our stadium plan or secure an expansion team,” Carolyn Kindle Betz in a statement.

Those words weren’t directed at St. Louis soccer fans, in my opinion. They were aimed at greedy Garber.

St. Louis wants and deserves a team. Garber’s MLS is trying to pay future bills by squeezing every penny it can out of the respective St. Louis and Sacramento ownership groups. As I’ve stated before, I have full confidence in the ownership group. I have a gigantic vote of “no confidence” in Garber.

This latest bait-and-switch re-enforces my doubts.

Atlanta United 2 falls at home to Tampa Bay Rowdies 4-1

Dion Pereira and George Campbell impress in a loss that was closer than the score indicated.

Atlanta United 2 failed to make it three wins on the trot against one of the USL Championship’s top teams in the Tampa Bay Rowdies Wednesday at Fifth Third Bank Stadium in Kennesaw, losing by a final score of 4-1.

Winger Dion Pereira, one of Atlanta United’s offseason signings from Watford who made his MLS debut just four days prior to Wednesday’s match, assisted his opposite wide man Luiz Fernando to open the scoring and give Atlanta United 2 the lead. It was Fernando’s first goal in an Atlanta United 2 shirt and Pereira’s first assist in the USL.

“It’s a crazy feeling to make my debut of course,” Pereira said after the match speaking about his last four days since making his first MLS appearance. “You train every day to get your debut so it’s an amazing feeling. Training every day with the first team, obviously your confidence goes through the roof each day. Coming down here, it’s another confidence boost for myself.”

Tampa Bay Rowdies’ left wing back Leo Fernandes leveled the match just a minute before halftime through an assist from Andrew Tinari. Perreira found himself under pressure in his own defensive third and committed a turnover in midfield leading to the transition opportunity for the visitors, and the mistake

The mistake didn’t stop Pereira though, as he forced Rowdies goalkeeper John McCarthy into a sprawling save after dribbling around a defender in a one-on-one situation and driving a shot on frame in the 52nd minute.

Tampa Bay grabbed its first lead of the game in the 67th minute against the run of play. The visitors’ first shot of the half rattled off the near post and deflected into the path of a retreating George Campbell who unluckily scored the own goal.

The own goal was unfortunate in a vacuum, but even more so considering Campbell’s performance on the night, which was nothing short of heroic. Campbell made five of Atlanta’s six tackles in the first half, and stopped a 1v1 goalscoring opportunity early in the second half with an inch perfect slide tackle retreating in front of his own net.

“He’s been great again. A couple of tackles were proper last ditch ones,” said his manager Stephen Glass after the match. “He gets himself back in a position to defend. Obviously we’re open at times when we go forward, but George was ready. Big Flo [Florentin Pogba] was ready as well tonight.”

The performance has become a trend for the young academy player who is showing that he has the quality for a professional contract if he wants one. Campbell has committed to play at the University of Maryland, but isn’t bound to that commitment.

“Another pleasing performance from a young guy coming out of the academy,” Glass added about the 17-year old center back. “And the fact the team loses four goals, he’s probably sitting there thinking he could’ve done a little bit better, but that’s the sort of guy he is. He puts demands on himself and that’s why he’s going to be a top player.

The Rodies sealed the result with two late goals by Juan Tejada in the 87th minute and Brandon Allen in the 90th minute.

https://pamplinmedia.com/pt/12-sports/426333-332658-can-30-teams-thrive-as-mls-expands

Can 30 teams thrive as MLS expands?

Rapid growth brings in millions in franchise fees, but also challenges

Ten years ago this spring, MLS announced expansion to Portland. When the Timbers and Vancouver Whitecaps joined the league in 2011, it had 18 teams.

Commissioner Don Garber announced last week the league will expand from 24 to 30, with Nashville and (perhaps) Miami expected to begin play in 2020.

Next in line comes Austin, Texas, in 2021.

The 28th and 29th teams — for an expansion fee of $200 million each that doesn't include the league's requirement that a club have a soccer-specific stadium in a thriving urban center — are expected to be announced this year.

St. Louis, with a rich soccer history, and Sacramento, with a thriving United Soccer League team, are front-runners.

As for how much MLS might charge for franchise 30, it's a safe bet it will be even more. Phoenix, San Diego, Indianapolis, Tampa/St. Petersburg, two North Carolina markets and Detroit are seen as as potential MLS locales.

This for a league that had only 12 teams as recently as 2006.

Portland and Seattle were trendsetters. Seattle's record-setting attendance upon entering the league in 2009 provided the opening for Portland's bid, and Portland's downtown stadium environment provided a blueprint for MLS growth.

The rapid growth (and those expansion fees) is stunning. It's a pace far quicker than any league in history.

Thirty teams seems like a lot.

The NFL has 32 teams. MLB 30. The NBA 30. Seattle will be the 32nd NHL club. But, with the exception of mergers in the NFL and NBA, those organizations grew at a modest pace. Expansion in those established leagues has mostly been driven by population trends, specifically the growth of Southern markets.

The question is whether the quality of play can continue to improve as MLS balloons. So far, the investment of funds in salaries has improved the level of play somewhat. But MLS still falls well behind the top leagues in the world in terms of quality.

No shame in that. To expect a league with a quarter-century of history to compete with those that have a century of tradition is silly.

But if the quality is driven by expansion funds, it's fair to question the long-range chance of 30 or more teams thriving.

Attendance at Portland's game in Columbus last Saturday was announced at 11,707, but it looked like there were more empty seats than filled chairs. Original MLS clubs FC Dallas, Colorado (albiet with a lousy team) and the New York Red Bulls (along with New York City FC) are struggling for relevance in their markets.

This is not to say that expansion is the wrong tack, or that it won't work. When I become a billionaire (any day now, given the way journalism is thriving), perhaps MLS will be a good place to park a few dollars.

But with 30 teams, a higher percentage of clubs inevitably will struggle to be competitive. In a sport with a century of history, such as baseball, that's fine.

But those new owners and new fans will look at the quick success enjoyed in Seattle, Portland and (more recently) Atlanta United and LAFC and expect similar fun. And if established clubs in places like Boston, New York and Denver continue to be an afterthought in their competitive markets, how can MLS sell itself as a smart investment for TV networks?

It will be fascinating to watch how MLS meets those challenges.

• Seattle's visit to LAFC last Sunday was billed as a showdown between perhaps the best two teams in MLS. It was a one-sided show, as LAFC beat Seattle 4-1 and continues to look like the 2019 version of Atlanta United 2018. Carlos Vela scored twice and has 10 goals and five assists through nine games, but it was the interplay between LAFC's midfielders and forwards that separated the teams.

It was the first loss this season for the Sounders. They get a second shot at LAFC this Sunday in Seattle (after a Wednesday match against San Jose) and hope to have striker Raul Ruidiaz and defender Chad Marshall back on the field.

• T2 will play the most meaningful match in the USL Championship this week. First-place Portland visits second-place New Mexico United on Saturday.

A 4-1-2, T2 is establishing a habit of fighting from behind for results — as they did twice in last Saturday's 2-2 draw with Colorado Springs.

Now, if they can just get the penalty kick thing down, look out. T2 have been awarded seven PKs this season — and converted only two.

• The Sounders' youth academy became the first MLS team to win the Champions Division of the Generation Adidas Cup, a MLS-run tournament that brings U-17 teams from top clubs around the world to play against MLS academy teams.

Seattle's 1-0 win over Valencia CF of Spain in Saturday's championship match marked only the second time since this format began in 2014 that an MLS team reached the final.

Portland's U-17 team played in the second division of the Generation Adidas tournament — a positive step for the organization. It was the first time a Timbers Academy team had qualified. Playing in the Premier Division, the Timbers U17 went 3-3, including a 1-0 loss to Premier Division champions Tijuana.

US Soccer Federation Shuts Out Foreign Matches, Suit Says

Law360 (April 22, 2019, 9:16 PM EDT) -- The U.S. Soccer Federation has repeatedly blocked a global promoter’s attempts at hosting international matches on U.S. soil in an abuse of its power designed to protect Major League Soccer, Relevent...

Relevent Sports sues US Soccer Federation

Relevent Sports, the match promoter which owns and markets the International Champions Cup (ICC), has filed a lawsuit against the US Soccer Federation (USSF) for failing to sanction moving an Ecuadorian League match to Miami.

The law suit effectively means the federation is the subject of seven active legal actions and is under increasing pressure to reform from within.

Relevent was seeking to play a match between Barcelona SC and Guayaquil City in the US city on 5 May but the game will now be played in Ecuador due to the USSF’s refusal to give it the green light.

Included in the complaint filed by Relevent are concerns about the USSF’s relationship with MLS-owned Soccer United Marketing (SUM). These concerns are similar to those that have been raised in the antitrust lawsuit filed by the North American Soccer League (NASL) against the USSF.

In the complaint, Relevent outlines what it sees as conflicts of interest between the USSF and MLS/SUM, as a motivation for the USSF not sanctioning the Ecuadorian League match. Relevent also reveals in its complaint that it has paid the federation over $19m (€17m) in sanctioning and gate receipts fees to the federation over the past six years.

“In refusing to sanction Relevent’s application, USSF has thus elevated the economic interest of a select group of its members over its statutorily mandated purpose,” the complaint states.

The USSF is also the subject of a gender discrimination lawsuit filed by the US Women’s National Team (USWNT) in March this year. 28 members of the current women’s squad accused the organisation of ‘institutionalised gender discrimination’ and called for pay parity with their male equivalents.

Relevent, which was also behind plans to bring a regular-season LaLiga match Miami, filed suit Monday against both the USSF and the federation’s Secretary General Dan Flynn.

Tampa Bay Premier Futsal League

June 9th - July 28th

Why FUTSAL?

Futsal is played between two teams of five players each, one of whom is the goalkeeper. It's a form of indoor soccer, that is played on a hard court surface delimited by lines. Futsal is also played with a smaller ball with less bounce than a regular soccer ball due to the surface of the field. But what makes it so unique? It won't be a surprise if you go online and search for what benefited some of the best footballers in the world like Messi, Ronaldo, Xavi, Pele, Neymar when they were teenagers and even younger. Or have you asked yourselves why Brazilians are the best technically? It's Futsal. According to a FIFA report, “an average 40-minute futsal game, a player will touch the ball roughly every 29 seconds, or 80 touches.” Now compare that to a 90-minute outdoor soccer game where it’s only around 30-40 touches; that is more than double in just half the time. The game places considerable demand on technique, movement and tactical awareness.  And it is not just the technical side of it. The U.S. Futsal says that “futsal is therefore a great skill developer, and demands quick reflexes, fast thinking, and pinpoint passing. The speed of play is such that you are forced to make quicker technical and tactical decisions.

As the balls have less bounce they tend to stay in play longer and promote close ball control. After playing in enclosed areas and learning to think and react quickly, players find when they play to the full game, they react well under pressure. It develops creativity; players are also constantly placed in demanding decision making situations which is a major reason why Futsal is one of the finest teachers of the quick pass and move.

Slide tackles and excessive bodily contact is forbidden.

Futsal quickly develop skills required for soccer: balance, motor ability, agility and co-ordination, ball mastery, accurate and quick passing and receiving, perception insight and awareness. Players learn through repetition and practice in small area. This occurs naturally.

It is exciting, many goals are scored, there is no offsides, you are allowed to substitute players (unlimited) on the fly while the game is being played, one of the reasons we recommend 8-10 players per team. Great for goalkeepers as there is constant work. Look up how David de Gea's futsal technique is changing goalkeeping!!! Futsal is fast and action packed, fitness is improved while learning and having fun.

https://www.theguardian.com/sport/2019/apr/23/cricket-stadium-texas-allen

Does Texas really need a $500m cricket stadium?

The Lone Star state – like much of America – has a growing south Asian population. Some see enough interest to justify massive investment

The city of Allen, a northern suburb of Dallas, occupies a special place in the history of sports stadiums: it was the instigator of what once was dubbed a high school football stadium arms race. In 2012 it unveiled Eagle Stadium, the 18,000-seat, $60m home of the Allen High School Eagles. Not too many years later nearby McKinney opened a stadium for its own high schools worth $70m.

Lately, Allen once again has taken center stage in a curious stadium proposal, one that until recently formed part of an ambitious multibillion-dollar plan to spread cricket across the US.

The Allen proposal calls for a $500m, 15,000-capacity stadium, the anchor of a mixed-use complex that would also include training facilities, residential and retail units, and office space. For a game not exactly part of the sporting firmament in Texas’s sprawling Dallas-Fort Worth metroplex, that’s an incredible potential investment.

The aim is to establish a footprint for the world’s second most popular sport in a country that, outside of a few communities, pays cricket little heed. In the grand vision, the stadium would eventually play host to a professional team competing in a US-wide Twenty20 league. It would also stage visiting international teams and exhibition matches as well as other sports and events, according to reports.

At first blush, Dallas is not exactly fertile country for cricket. Texas is Friday night lights country, Dallas located close to its beating heart. The city and its suburbs are home to franchises playing five major league sports: the big three of football, baseball and basketball, followed by hockey and soccer. It would take a mammoth effort to avert the gaze of Dallas Cowboys and Texas Rangers-loving north Texans.

The Allen Sports Village, the name for the new cricket complex, has generated a lot of buzz since the plan was unveiled at the end of last year. Not all of it has been positive. The stadium has incurred the wrath of local residents concerned about its impact on traffic levels and noise pollution. The future is uncertain after one of the developers pulled out, leaving the local partner and owner of the site, Thakkar Developers, to insist plans for the stadium project were still going ahead, perhaps with other investors.

Meanwhile, the Allen Sports Village’s national partner has talked big. The Philadelphia-based businessman Jignesh Pandya aims to help professionalize cricket in the US and has touted a nationwide plan, worth $2.4bn, to bring cricket to America. Crucially, Pandya’s plan includes an eye-popping eight arenas spread across the country specifically designed for cricket. But his plan has been floating around for at least a couple of years now with few signs of tangible results. Pandya could not be reached to discuss the status of his nationwide plan, while Thakkar Developers did not respond to questions about the status of the stadium in Allen.

Yet local reports have suggested a $25m economic incentive grant and tax incentives had been promised should the complex materialize. The City of Allen offered no such guarantee when asked by the Guardian what contributions would be offered by the public purse. “The concept plan is currently under staff technical review with the City of Allen. Projects must go through the planning and zoning process before it is determined what, if any, incentives would be given to a developer,” a statement from the city government said.

Pandya’s initial plan highlighted the eight stadium sites as Atlanta, Washington DC, Florida, Texas, New York, New Jersey, Illinois and California. Recent reports out of Atlanta suggest Pandya is leading an effort to purchase a mall site that would be turned into a similar 20,000-seat cricket stadium and mixed-use development.

The wider ambition of sprinkling cricket stadiums around key cities and states is undoubtedly a tall order, one that has drawn allusions to the struggles soccer confronted in the 1990s before Major League Soccer was launched. At first glance, even that might strike as slightly ambitious.

But the Allen initiative and the larger plan hatched by Pandya strikes on what some observers view as an important fundament to the sport’s growth: the growing, five million-strong south Asian community in the US.

Ipsita Dasgupta, president of Hotstar International, an Indian streaming platform delivering Indian Premier League cricket to thousands of south Asian households across the US, highlights illuminating viewing patterns for the ongoing T20 extravaganza that so captivates India. She declined to disclose specific Hotstar US viewing figures but offered outline streaming data that superficially marries up with some of the grand stadium plans. Unsurprisingly, California (19%) and the Tri-state area (15-16%) account for the largest shares. Illinois, Texas and Florida also drew large pockets, Dasgupta says. Dallas was by some distance the biggest market in the Lone Star state and the fourth largest in the US, she adds.

Dasgupta, who is Indian American, tackles the question of cricket’s limited reach in the US asymmetrically: “How does it break out of that cricket-first box – or how does it actually leverage the cricket-first box,” she says. “It’s clear that there are three sports that are prevalent in the US and a whole bunch more that kind of play a role well before cricket will. I still think that cricket will have to be led by the south Asian and West Indian community to drive real progress.”

Referring to investments such as the one proffered by Pandya, Dasgupta adds: “What you see is there is an affluent community that can move a sport in a country that there’s a lot of potential in because there’s such an affinity to sport in general.”

In the Dallas area, a burgeoning south Asian community is the sport’s captive audience and building block. But there’s skepticism.

Kuljit-Singh Nijjar, president of the Dallas Cricket League, sees a stadium as a potential catalyst for the game outside the kind of cricket-first communities that populate the grassroots leagues of the US – should ground ever be broken on the development. But he believes spreading cricket in the States is still a tough task. “Right now the growth is from mostly cricket-playing countries. India, Pakistan, Bangladesh. Aussies, Nepalis,” says Nijjar. “Local parents are not interested, nobody seems to be interested in the sport. I don’t see real growth in the US until we see something big happen. Like international teams traveling, stadiums.”

Parind Doctor, a Gujarati who came to the US to study and stayed for work, has played in the Dallas-area leagues and noted the struggle for recognition. He is ambivalent: “It is going to take a gutsy investor, that is a lot of money with a lot of questions being asked,” he says. “To begin with, if you see a cricket stadium with people playing the game might look more attractive to people like your soccer moms. In the local leagues we play in parks. I went to the opening day of the Texas Rangers baseball season with some of my American friends recently. They all said they would love to go see a cricket game in a stadium. So it would be good for cricket in the USA but right now I don’t know that the level of interest is there. You’re looking at seven to 10 years down the road with a stadium in place to see the impact, I think.”

In a January report in the Dallas Morning News detailing the concerns of the would-be stadium’s future neighbors, the Thakkar Developers chief executive Poorvesh Thakkar described the enthusiasm for cricket among south Asians. North Texans may understand such a notion given the fervor with which they embrace the Cowboys. It takes an extraordinary leap of faith to imagine cricket squeezing out a space in this claustrophobic sports environment.

Ahead of Beckham Soccer Stadium Deal, Miami Might Kick Golf Charity Out of Melreese

Ahead of Beckham Soccer Stadium Deal, Miami Might Kick Golf Charity Out of Melreese

Miami officials have long been supportive of the First Tee, a nonprofit that teaches golf and life lessons to thousands of kids at the city-owned Melreese Country Club. City leaders lined up for a ribbon-cutting ceremony when the charity opened a new learning center in 2013 and praised it for helping local youngsters. More recently, Mayor Francis Suarez became an honorary chairman of the nonprofit's Young Ambassadors Board.

"The First Tee of Miami is an organization that has a great impact on our community by providing character education to the youth of South Florida," Suarez is quoted as saying in a Melreese program.

But the mayor himself is now sponsoring an item on the city commission agenda that says the First Tee has been operating "without authorization" at the golf course. The measure, which commissioners will consider this Thursday, includes a draft of a lawsuit that seeks to eject the charity and 12 other entities from the golf course.

Some see the mayor's move as an attempt to oust the nonprofit amid the effort to bring Major League Soccer to the Melreese site. In negotiations with Inter Miami owners David Beckham and Jorge Mas, the fate of the First Tee has been a sticking point: Scores of kids in matching T-shirts have cried while pleading with commissioners to find soccer a home outside of Melreese, and a petition to save the course collected more than 27,000 signatures. Among those questioning the proposed lawsuit is at least one city commissioner.

"I think this is one of the first steps," Commissioner Manolo Reyes told WTVJ. "And what really amazes me is that it is a draconian decision, that I want you out of there without coming to the commission."

Suarez, however, insists to New Times he is not trying to boot the First Tee. He says he's only considering the lawsuit after months of trying to obtain documents from DeLucca Enterprises, the company that operates the course under an agreement with the city. (Oddly, he also claims the First Tee is not a defendant in the draft of the complaint. He says the city was being compassionate in its handling of the program because of its work in the community. Yet Dade Amateur Golf Association, which is listed as a defendant, is registered with the state as doing business as the First Tee.)

The mayor says after discovering that multiple companies listed Melreese as their address in state records, the city asked DeLucca Enterprises for tax returns, payroll, and proof the entities were allowed to operate there. DeLucca attorney Thomas Korge responded by explaining that most of the firms were either inactive, authorized by the city, directly tied to Melreese's operations, or using the address out of convenience. Korge added that many of the requested documents were already in the city's possession because they are required under the agreement.

But Suarez says the city is entitled to the records and needs them to determine whether the city should be compensated for use of its property. He claims the lawsuit will be filed only if the documents aren't submitted, although that isn't clear from the agenda item. He also downplays concerns over the measure.

"All they have to do is turn over the documents," he says. "If they do, the city is not allowed to take legal action. So I don't see what the big deal is. Just turn over the documents. If there's nothing to hide, there's nothing to worry about and we move on."

Not everyone is buying it. David Winker, a Miami attorney who has twice sued over Beckham's franchise, says the language of Suarez's resolution and the proposed lawsuit make clear it's not about getting information. It's about kicking out the program out of Melreese, he says.

"I think it's all part of an idea that it's going to make it easier to pave the way to give it to Mas," Winker says. "These kids are the problem; they're the political problem. Everyone loves this program; these kids show up at all the meetings. Let's get these kids the hell out of here; then it's just us versus the DeLuccas."

(Suarez denies that allegation and says Winker, who also filed a lawsuit against Miami over Ultra's move to Virginia Key, has "created an industry of suing the city and a practice of suing the city that goes beyond this." Winker says his lawsuits against the city are pro bono and he has "never received a penny to sue the city of Miami.")

Meanwhile, leaders of the First Tee were caught off-guard by the mayor's measure, according to Carlos Rodriguez, a board member who until recently served as general counsel for the nonprofit. He mentioned commissioners' involvement in creating a learning center at the course in 2013.

"I'm not sure how the city can take the position that they're not aware that First Tee of Miami was operating out of the facility when we worked together to raise the funds to construct the facility in the first place," he says.

Rodriguez's law firm and a company tied to him, Junior Golf Academy LLC, were listed among the unauthorized entities using Melreese's address and named as defendants in the proposed suit. He says his firm used the address only for mailing purposes and because it provided services to the First Tee. When city officials became concerned about it, he changed the address on state records at their request.

As for Junior Golf Academy, Rodriguez says it was created at the city's suggestion for a potential revenue-share agreement that would have benefitted the city and the First Tee. It was shelved once Melreese came up as a possible site for the soccer stadium, he says. Now leaders of the First Tee fear they're about to be thrown out.

"Since the beginning of this, we have been open and willing to discuss the project with the city and the Mas-Beckham group," he says. "The Mas-Beckham group has stated that they are willing to do whatever it takes to protect, expand, and enhance the First Tee program, and our hope, in light of what is happening, is that that is still the case."

This story has been updated to note that Winker's cases against the city of Miami are pro bono.

David Beckham's Inter Miami: What's the latest with his MLS team?

Beckham and the Inter Miami CF group are looking forward to their 2020 grand debut, but there's a lot of work still to be done. ESPN Illustration

BEVERLY HILLS, Calif. -- The vow almost comes too easily from Jorge Mas. He's discussing the fact that the team he co-owns, Inter Miami CF, will be spending its first two seasons not in the Magic City but 35 miles up the coast in Fort Lauderdale, Florida.

This has been tried before in MLS with the now-defunct Miami Fusion, but will people make the trek from Miami-Dade County to Broward? Can Inter Miami capture the hearts of a fickle and fragmented sporting public in South Florida? Mas and the ownership group, which includes soccer legend David Beckham, Simon Fuller -- who created the "American Idol" franchise -- Softbank CEO Masayoshi Son and former Sprint CEO Marcelo Claure, are hoping so.

"You win, people go," Mas says following last week's MLS Board of Governors meeting near Los Angeles. "We'll win."

When it's pointed out that the Fusion won too, he says, "I know, but it's a little different." Such is Mas' charisma that the impulse is to believe him, but where do things stand with Inter Miami CF on some key points ahead of their 2020 debut?

Wait, why are they playing in Fort Lauderdale?

"They've got an office in Coral Gables. That's all they've got," now retired Sun-Sentinel soccer columnist Jeff Rusnak said of Inter Miami. "They don't have a training facility. They don't have a stadium. They're now under a massive time crunch. This is nuts."

A referendum to build Miami Freedom Park, which will include a 25,000-seat soccer stadium on the site of the Melreese Country Club near Miami International airport, prevailed in November by a comfortable 60-40 margin. In a city that still feels burned from the Marlins Stadium fiasco, one in which the city ended up paying $536 million of the $640 million cost and then had to sell bonds to pay what was owed, that's no small feat.

Despite the star power of Beckham, the club has encountered more obstacles than a competitor on "American Ninja Warrior" in its quest for a home. The Melreese Country Club is its fifth attempt to find a suitable site for a stadium. The deal isn't done, either: Mas and his group still need to negotiate a 99-year lease with the Miami City Commission and obtain approval from four of the five commissioners. Two commissioners, Manolo Reyes and Willy Gort (in whose district the site is located), are already on record as being against the project.

The venue won't be completed until the 2022 campaign, and Mas struck a deal in Fort Lauderdale to demolish the old Lockhart Stadium, replacing it with a training facility and an 18,000-seat stadium. Playing in Fort Lauderdale and basing some operations there would have its advantages in terms of location and would provide leverage in any kind of negotiation with the city of Miami over the stadium site, but that also runs the risk of sending mixed messages.

"You branded your team from day one as Miami. I think you need to play your MLS games in the city you're named after," said Piet Brown, who is a founding member of the fan group the Southern Legion and runs a YouTube channel called Futbol Miami TV. "I went to all the Miami Fusion games, and it feels like there's a few similarities. Lockhart's not the reason that the Fusion failed, but being named 'Miami' and playing in Fort Lauderdale sure didn't help."

The timeline to get a redeveloped Lockhart Stadium and training facility up and running by the start of the 2020 season is hugely aggressive. Yet there is a sense that if anyone can pull this off, Mas and his group can.

"Mas is sort of like the big brother saying everything is going to be OK," said Dr. Jim Riordan, the director of the MBA in sport management program at Florida Atlantic University.

Inter Miami has certainly been laying the groundwork to get the lease for the Melreese site negotiated. Mas said Inter Miami had held 10 meetings in the past month and has "touched and spoken to around 1,000 people" in those gatherings. Mas anticipates being able to bring the lease before the City Commission in the next month. As for the votes, Mas is confident that he'll prevail on that front as well.

"It's too compelling," he said of the Melreese project. "The community is clamoring for it, and the community has said yes."

Does Inter Miami CF have a staff yet?

Skeptical observers such as Rusnak, who have heard every promise and every lie about the viability of professional soccer in South Florida over the years, feel cautiously optimistic about Mas' ability to deliver.

"Mas is a force of nature. If he's wrong and he's a forceful personality, it will go down the drain like all the others," Rusnak said. "But he's proven to be open and savvy."

That is especially the case in terms of the organization currently being built by Mas and Beckham. Jurgen Mainka was hired as the chief business officer after a stint with CONCACAF. Paul McDonough was spirited away from reigning MLS champions Atlanta United to be the sporting director; he brought in former Orlando City GM Niki Budalic and former LA Galaxy player personnel director Kurt Schmid to help put the roster together.

Jason Kreis has been hired to be part of the coaching staff, though his commitment to the U.S. U-23 team will limit his availability over the next year. Juan Carlos Michia, Victor Pastora and former Real Salt Lake midfielder Javier Morales were brought on as academy coaches.

The search for the first manager is ongoing, with McDonough expecting the hire to be made in September or October. Mas and Beckham have been involved in the process, and candidates from inside and outside MLS have been interviewed.

"I'm going to patient with it. I'm not in a rush," McDonough said of the timeframe for hiring a manager. "I think it's more about signing the right guy. I think the hard part was you saw what Tata [Martino] was and what he did in Atlanta and how it worked out. There have been similar guys who were big names and haven't done well.

"I think it's really more important for us that we find the right person that I can work with and build the club as we move forward."

Who's going to play for this team?

This is the third time McDonough has been charged with building a technical organization and roster ahead of an expansion season. In Orlando, he had the advantage of an entrenched USL side as a springboard for an MLS team. In Atlanta, he was starting from scratch. What's different about Miami is the extent of the diversity in the fan base.

"What I tell them all the time is, 'Look, the Colombians, the Salvadorans, the Haitians, they'll all cheer for a really good player, no matter where he's from because they're all smart soccer fans, and they want good soccer,'" McDonough said.

McDonough will be hoping to replicate in Miami what he did in Atlanta, and given that the academy season starts in August, that is where he has focused his initial efforts.

"I either had to start [the academy] six months early or six months later than the first team," he said. "And I just think to get the homegrowns and get it all going, it made sense to get the jump start because, look, it doesn't really affect me in year one, but it's going to affect me in year three, so the sooner I can get it going, I can get to year three faster."

How involved is David Beckham?

Beckham's title is director of soccer operations, but as the face of the organization, his remit is broader than that. He is involved not only on the technical side but also with partnerships and anything related to merchandise. He has been making periodic visits to South Florida as well, including twice in the past six weeks.

McDonough confirmed that he and Beckham are setting the direction of the club in terms of style and that the hiring of a coach and the signing of players will be determined based on that style. Like he did in Atlanta, signing players will happen before a manager is hired, with the first announced before the summer. Those players will likely be loaned out until the 2020 season.

As for the rumored links with Mexican defender Hector Moreno, McDonough said, "We have not had discussions with Moreno or his representatives."

McDonough was vague as to what the club's style would be, trotting out the standard line of "We'll play attacking soccer." But given that Miami is often viewed as a gateway to Latin America and McDonough's history with Atlanta, it's not a reach to think the team will have a heavy influence of South American players, though he will also cast a wide net. Beckham's magnetism doesn't hurt, either.

"I think South American players really translate well here," he said. "I think the one thing about Miami -- and it's similar to New York and L.A. -- is that it's a global city. So European players, you pick the phone up, and you call a European player, and you say, 'Hey, you've been playing in England or Germany, and I want to bring you to Miami,' they're going to listen.

Will Inter Miami be forced to change its name?

Complicating Inter Miami's path to the pitch have been some recent issues in court.

FXE Futbol, whose competing bid to renovate Lockhart Stadium was rejected, recently filed suit in Broward County court, alleging that the City of Fort Lauderdale failed to adhere to Florida state law as it relates to unsolicited offers for the development of public land by a private entity by not getting "an architect, landscape architect, or an engineer licensed in this state" to review the proposals. State law also requires an "independent analysis" to demonstrate the public-private partnership's cost-effectiveness.

"We can no longer stand on the sidelines while our due process is being violated," FXE's managing partner, John F. Reynal, said in a statement posted by the company on Twitter.

As for the trademark dispute, last month MLS filed a notice of opposition to an application Inter Milan made back in 2014 seeking to claim exclusive rights to the term "Inter." Mas expects that the latest lawsuit won't hamper his plans in Fort Lauderdale, nor is he concerned about the trademark spat with Inter Milan.

As Mas noted dryly, "There's going to be no confusion over Inter Milan and Inter Miami."

Yet there is a haunting sense of déjà vu in terms of the move -- however temporary -- to Fort Lauderdale.

"In South Florida, you make judgments about how far will I drive to see something," Rusnak said. "I'll do anything if it takes me 15 minutes. If it's an hour, it better be really worth my while. I think there's a Balkanization a little bit down here, like this invisible line between Dade and Broward County. We do get into this mentality of it 'being up there' or 'being down there.' And the density of the traffic keeps getting thicker and thicker, and there's a general frustration down here that driving takes more time than it should."

The reality is that what happens in the courtroom and city hall will be just as important as anything the team does to get ready on the pitch. It will take every bit of Mas' business acumen and the team-building powers of McDonough & Co. to make Inter Miami a success.

MLS announces plans to expand to 30 teams

Major League Soccer unveiled plans to expand to 30 teams in the coming years, up from the previous target of 28 clubs that the league had established in December 2015.

The decision was made by owners at Board of Governors meetings held in Los Angeles. No official decision was made on future expansion markets, but the Commissioner’s office was authorized to advance discussions with Sacramento and St. Louis ownership groups regarding their bids.

Both Sacramento and St. Louis groups will be asked to make formal presentations to the MLS Expansion Committee to address each bid’s final stadium plan, corporate commitments, the composition of the respective ownership groups, detailed economics on funding, strategic plans for fan development, commitments on player development and details on community programs.

In addition to Sacramento and St. Louis, the league remains in discussion with several other ownership groups in other cities.

“Professional soccer at all levels is thriving in the United States and Canada and we believe there are many markets that could support a successful MLS club,” MLS Commissioner Don Garber said in a league statement. “Expansion during the last 15 years has been enormously successful and a key driver behind the league’s continued rise, and we are pleased that some of the top business and community leaders representing great markets in North America are aggressively pursuing MLS expansion clubs.”

With agreements currently in place with 27 total clubs, the league anticipates selecting the 28th and 29th expansion teams by the July 31 All-Star Game, presented by Target. The expansion fee for the 28th and 29th clubs was also set at $200 million.

A decision regarding the expansion fee and timetable for the 30th team was deferred by the Board of Governors.

There are currently 24 clubs competing in the 2019 regular season in progress with expansion teams Inter Miami CF (2020), Nashville SC (2020) and Austin FC (2021) beginning play in the next two years, bringing the total of MLS clubs to 27.

MLS is currently the largest first division professional soccer league in the world.

https://worldsoccertalk.com/2019/04/17/nasl-usl-tampa-bay-rowdies-passion-still-runs-strong/

From NASL to USL, Tampa Bay Rowdies passion still runs strong

On a picture-perfect Florida spring evening this past Saturday, the Tampa Bay Rowdies hosted Louisville City at Al Lang Stadium in St. Petersburg.

For this, my very first visit to Al Lang Stadium, I found that there’s a lot to love about the stadium, and the fans that fill it. Sitting on the edge of a bay with a cool breeze blowing through the stands, you’d be hard pressed to find a more picturesque stadium in all of the United States. And just as the stadium has plenty of character, so too do the fans with an age range from infants to 90-somethings. Of course, there’s the supporters group — Ralph’s Mob — that make the biggest impact on the atmosphere with their constant singing and banging of the drum through the entire game.

The Tampa Bay Rowdies possess so many unique characteristics. The rich history of the team that was founded in 1975. The distinct green and yellow hoop shirts that are to be seen everywhere throughout the crowd. Plus every foot of this old baseball stadium is used to maximum effect. The kids section in the corner behind one of the goals with its grass mound that children run up and roll down. The outdoor patio area nestled near the water’s edge in the opposite corner. Across the other side, you have a pitch-side bar area near the corner flag, as well as food trucks and concession stands behind the stand that runs the full length of the field.

Best of all, there isn’t a bad seat in the house. You’re close to the pitch, and there are plenty of opportunities to stand next to the advertising hoardings to get an even better view of the action.

On the pitch itself, the quality of the USL game between the Rowdies and Lou City was decent. The first half was competitive and featured a lot of open play. In the second half, the game got scrappier as players tired. But overall, the game was worth watching, which was made even better by soaking up the Rowdies experience.

Toward the end of the match, I ventured next to Ralph’s Mob to feel the noise of the rapturous supporters group. And they didn’t disappoint with their flag waving, drum beating and mixture of chants and songs. Even after conceding an 88th minute equalizer, Ralph’s Mob didn’t stop singing. If anything, they picked up the beat.

If I lived near the west coast of Florida, I could imagine my family and I spending most Saturday evenings watching the Rowdies in person. With ticket prices as low as $10 and plenty of activities for the kids, the Rowdies are the model of how to run a club that has a close bond with the local community.

Good read, thank you Gaffer. I enjoy reading articles like this. Reminds me of Ben’s Biz on MILB,

Rowdies game are excellent. Great atmosphere, beautiful stadium, then you walk to a bar and have a beer or 5 after the game. Downtown St. Pete has come a long way in the last decade, pedestrian friendly, with a ton of bars and restaurants.

That reminds me, I need to get to Al Lang in the next month or so to catch a game.

COYR!

https://www.reddit.com/r/TampaBayRowdies/comments/bez8my/dont_see_much_talk_surrounding_st_petetampa/

Don’t see much talk surrounding St. Pete/Tampa :(

I wouldn’t be surprised in the future if they made another run. The TV market thing is always our trump card, since the league needs it so desparately. Can’t imagine we see anything though until the Rays stadium is settled.

You all got Wrestlemania tho.

I think that ship sailed when they announced Miami. I don’t think we ever had any momentum other than the original render and the trip to NYC to drop off the bid

Oh ye of little faith.

How many “dead” MLS bids have we seen come roaring back to life over the past decade? Quite a few.

The Tampa Bay Area is still the largest TV market (#11) not in MLS. Florida is a huge market and can support 3 MLS teams. The TBA is still rapidly growing in population.

If the Rays want to they could put in a formidable MLS bid, especially if they bring on more investors - a thing which Bill Edwards failed to do with his MLS bid.

Trying to market a minor league soccer team in a large major league market like the TBA is difficult, which might be a clue that the Rays were thinking of MLS all along, regardless of what they are currently saying publicly.

I get that there is a selection bias here in this forum that prejudices the discussion towards people who like things just the way they are and who would happy to see the Rowdies stay in USL playing in front of small crowds indefinitely, but 1) pro/rel isn’t happening barring some kind of political/economic revolution, 2) the Rowdies long term survival is much more likely in MLS than in USL, and 3) the only way to break through the barrier of limited public awareness in the TBA and get large attendance numbers is to get the Rowdies into MLS.

I’ve been following the Rowdies since 1975, and I was at the record largest soccer crowd in Florida at the time, 56,000+ for a Rowdies game at Tampa Stadium, a record which I don’t think was broken until the 1994 World Cup and later when Orlando City did it in their first few years in MLS playing at the Citrus Bowl. IMO the current status of the Rowdies is better than not existing at all, but it does not do justice to the Rowdies legacy and history.

If you agree with me on this, let the Rays/Rowdies/MLS know:

https://supportyourlocalfootballclub.blogspot.com/2019/02/open-letter-february-8-2019.html

Best hope down the road is some sort of adoption of a pro-rel system. Unless the league is expanding to 40 teams I just don’t really see where we fit in. That said, I think we can have a lot of fun and success in USL - there’s future there.

I don’t think it would have to go to 40. 32 for MLS seems likely, and if we wanted to be, we could be in play for that...

Pro-Rel will never, ever, ever, ever, ever happen in the U.S.. No American millionaire is going to sink money into a team that can be officially designated as second-rate.

Louder for the people in the back: PROMOTION AND RELEGATION WILL NEVER, EEEEEEEEEEVER HAPPEN IN TOP FLIGHT AMERICAN SOCCER.

No I agree, it doesn’t make financial sense when that isn’t the rule of the land. But if you want the Rowdies at the top level of the pyramid, idk what else you can look to.

Because it's dead. Lol.

MLS

David Beckham's Miami club is actually set to play in 2020. Seriously. They were awarded a franchise in February of 2014 and have gone through an endless path of hurdles since then. Inter Miami is set to start in a temporary home in Fort Lauderdale while its permanent home in Miami is built.

Contrasting Miami's now five year and two-month journey to this point is Nashville SC, the second MLS expansion side set for 2019. Nashville was awarded an expansion spot just 16 months ago, having only started play in USL in 2017.

MLS boosts expansion fees to $200 million

Major League Soccer said Thursday it plans to expand to 30 teams, but was unable to say when or which cities it would add to reach that figure.

The league, which currently has 24 teams in the US and Canada, said Thursday that it would charge the 28th and 29th teams an expansion fee of $200 million.

The league said it is in talks with Sacramento and St. Louis about joining the league. No details were given for the fee or possible name of a 30th expansion team.

"Professional soccer at all levels is thriving in the United States and Canada and we believe there are many markets that could support a successful MLS club," MLS commissioner Don Garber said on Thursday.

MLS Considering Sacramento And St. Louis Expansion Bids

Decision time is near.

Major League Soccer owners have a meeting and it is possible that the owners will get around to filling up that final expansion slot that has been out there for two years. The MLS is adding three teams in Nashville, Cincinnati and Austin but has not found a fourth city as of yet.  It appears that Sacramento and St. Louis are in a head to head race in a bid to impress Commissioner Don Garber and the league owners. Both cities lost out when the league decided to expand a little more than two years ago. St. Louis voters said no to publicly funding a soccer facility and Sacramento backers could not find the right ownership group. Sacramento now has the National Hockey League’s Pittsburgh Penguins majority owner Ron Burkle and Hollywood film producer Max Alvarez as backers. The Sacramento ownership is willing to build a soccer stadium with the hope that the facility will be the centerpiece of a development project in the city. Sacramento officials have offered $33 million in tax breaks and incentives. MLS officials plan is to hand out or sell a franchise for $150 million by year’s end. Sacramento Mayor Darrell Steinberg wants to force the owners hand and get the commitment for a franchise as soon as possible.

In St. Louis, there will be a new stadium plan and that stadium will be funded by prospective owners with perhaps some government subsidies. There are some new money people on board but Garber and the MLS owners are not ready to hand over a franchise to the city. While Garber has liked some of the moves made by St. Louis business leaders to create an ownership group there is a problem. There may not be enough local corporate support. And that is not helpful for the MLS. It’s just business, nothing personal.

Miami Considers Suing Nonprofit, Others While in Talks for Beckham Soccer Stadium

This rendering shows the soccer stadium, hotel, offices and other real estate as well as park space David Beckham and project partners want to develop at the Melreese Country Club in Miami.

Miami is considering suing to push out a youth golf nonprofit and other groups possibly at the city-owned Melreese golf course where David Beckham's soccer stadium is planned.

The city has taken issue with groups using the Melreese address in their state registration papers and some being located on and using the city-owned property, according to a resolution coming up for a City Commission vote.

Miami officials are to consider suing the city-hired golf course manager for breaching its agreement as well as The First Tee Miami and other groups it claims are illegally using the golf course property or address in state documents.

The commission is set to vote Thursday on a resolution directing staff members to take action to stop the allegedly improper use of its property and specifically Melreese. The resolution includes a draft complaint against golf course manager Delucca Enterprises Inc., Dade Amateur Golf Association Inc. and 13 other groups.

Florida Division of Corporations documents show Dade Amateur Golf Association is an affiliate of The First Tee, and the nonprofit's website says it's part of the Dade Amateur Golf Association.

Mayor Francis Suarez, the resolution's sponsor, didn't return a request for comment by deadline. The city attorney's office also didn't return a request for comment.

"None of these business entities had or have a legal right to use that address or those premises," the draft complaint said. "As a matter of law these business entities must be ejected from the premises."

The complaint lists ejection and unjust enrichment counts against all defendants except Delucca.

The complaint also lists accounting and breach of contract counts against Delucca, saying it should estimate how much the groups owe the city for their use of the site. The city maintains Delucca broke its agreement with the city by allowing others to use the golf course.

The 160-acre International Links Melreese Country Club east of Miami International Airport is to be redeveloped as Beckham's Major League Soccer site with a 25,000-seat stadium, more than 1 million square feet of office and retail, a 750-room hotel, and 23 acres of youth soccer fields.

Voters last November green-lighted negotiations for a 99-year lease for more than $3.5 million in annual rent.

But even before the referendum the city already had started inquiring about First Tee and the other organizations.

A letter sent last year from Delucca's attorney to the city indicates that Miami Department of Real Estate Asset Management Director Daniel Rotenberg had sent an email requesting corporate registration documents for the Melreese groups on July 17, 2018. That's a day before the commission voted in favor of putting the stadium lease to a referendum.

In response to that inquiry, Delucca attorney Thomas Korge, of Korge & Korge in Coral Gables, on July 26 sent a letter to the city with details about nine organizations. Rotenberg on Aug. 6 replied calling Korge's explanation of the entities associated with Melreese "very brief" and asking him to provide information on additional organizations the city has linked to the golf course. Then, at Korge's request in an Aug. 14 letter, his correspondence gets redirected to the city attorney's office.

In a Sept. 16 letter from Korge to City Attorney Daniel Diaz, Korge maintains he is the attorney only for Delucca and provides information about groups the city has tied to Melreese and inquired about. This time, Korge provides information on about 20 groups. Not all of the companies he lists are named defendants in the draft complaint and, according to Korge's letter, only some of them have actual operations on Melreese.

Dade Amateur Golf Association is a First Tee affiliate and operates the youth educational activities at Melreese. It's tied to golf course manager Delucca Enterprises, which is headed by Charles DeLucca. Charles DeLucca Jr. is president and executive director and Charles DeLucca III is executive director of First Tee.

Some of the other organizations also are tied to DeLucca but not all, according to Korge's letter. Bunkers Inc. is owned by DeLucca but it's largely inactive except for having sold golf balls to Melreese for re-sale at the pro shop at a profit to the city; Tina's Touch Inc. was organized by DeLucca for his daughter, Tina, for a consultancy business in Palm Beach County but it's never had activities at Melreese; and custom golf clubs fitter JJ Custom Golf LLC isn't associated with DeLucca and uses some space at Melreese in exchange for $1,250 a month, according to Korge's letter. Bukners, Tina's Touch and JJ Custom Golf are listed as defendants.

Some of the other organizations the city inquired about are inactive and already have been dissolved, Korge says in the letter.

Korge also says that already there is solid record-keeping and accounting for revenue generated from activities at the golf course, that Delucca weekly provides the city with receipts and that a 2017 city auditor's report already has addressed at least some of the city's questions.

An annual charity golf tournament First Tee holds at Melreese is self-sustaining, meaning the proceeds cover its expenses, and it also pays Melreese fees, including fees for using the greens, Korge said in his letter.

"Indeed, charitable tournaments constitute a substantial additional source of net revenues for the Melreese operations," Korge wrote in the letter.

Korge on Friday responded to a Daily Business Review request for comment by pointing out that he already has addressed Miami's concerns in his previous letters. He said there have been indications that the resolution might be pulled from Thursday's meeting to allow for further talks.

First Tee teaches golf to youths and students with disabilities and offers other programs, including after-school tutoring, academic advising and the Charles De Lucca School of Golf summer camp.

While Beckham and his team of investors, including brothers and MasTec executives Jorge and Jose Mas, have city backing for their venture, the project also has its opponents.

Miami attorney David Winker has two pending complaints against the city. An ethics complaint alleging illegal lobbying was dismissed last month by the Miami-Dade Ethics Commission.
